For sizes over XL -- use the smallest measurement you get.

Example, my lab is 27" girth, 16" neck, 20" length and she fits a 3XL perfectly. This shirt comes in 7 sizes (yes it may seem weird that your pug would wear a Large or XL but if you measure you will get the best fit!)
